TRIPOLI - The government of Libyan leader Muammar Gaddafi will send a representative to next week's OPEC meeting despite the defection of top energy official Shokri Ghanem, although it is not yet ready to announce the name, government spokesman Moussa Ibrahim said.

"I don't have a name yet, but we'll have somebody," Ibrahim told Reuters. "This is a country, a state, a government, not just one person."
