Justice Minister Tzipi Livni said on Wednesday that she hoped the death of an Arab boy whose body was found earlier in the day was not cause by a revenge killing.

She said that Israel was a country ruled by civil laws and not a vigilante terror organization, indicating that it did not target such youths as it was seeking those responsible for the kidnapping and murder of three teenagers who were buried on Tuesday.
