Newly released security briefings have suggested that jihadi groups are close to creating "workable and efficient" biological and chemical weapons that could kill thousands in an attacks on the West, the British daily The Telegraph reported Wednesday.

During a NATO meeting in January 2009, security chiefs had briefed member states that al Qaida had been plotting a network of "dirty radioactive IEDs," makeshift nuclear roadside bombs, that would then be used against foreign troops in Afghanistan.
