Russia lukewarm about further nuclear arms cuts

MOSCOW — Russia's foreign minister suggested the country won't discuss more cuts in its nuclear arsenal unless the talks also include conventional weapons.

Sergey Lavrov said any cuts in so-called tactical nuclear weapons must be discussed in coordination with issues including possible weaponization of space, strategic weapons with conventional warheads and other non-nuclear arms.

Lavrov also said Thursday that Russia and the United States should first fulfill the New START nuclear arms reduction treaty, which the United States ratified in December and Russia is expected to ratify this month.

The US has long pushed Russia to negotiate cuts in shorter-range nuclear weapons. Moscow has been reluctant to do that because it sees so-called tactical nuclear weapons as compensation for its weakened conventional forces.
