House arrest for medical test suspects

Two doctors suspected of involvement in the Harzfeld-Kaplan medical experiment affair were released to house arrest Thursday after four days of detention in a police lockup. Tel Aviv Magistrate's Court Judge Gilad Noital consented to the National Fraud Squad investigators' request that suspects Shmuel Levy and Nadia Kagensky be remanded to house arrest until October 19 under stringently limited terms. The conditions for their remand included forbidding them from going to Kaplan-Harzfeld Medical Center for the next 21 days, establishing communications with anybody else involved in the affair for 21 days and forbidding them from leaving the country for the next 180 days as well as the usual bail. Levy, Kaplan Medical Center's former assistant director, and Kagenski, the former acting head of two wards at the geriatric center, may face charges including abuse of helpless victims, assault under aggravated circumstances, causing death through negligence, fraud, forgery and obstruction of justice. Investigators believe they were involved with experiments that were carried out on elderly patients - often suffering from degenerative dementia - who were hospitalized at the facility. Police said that the experiments, some of which allegedly involved invasive procedures, recurrent blood drawing and the administering of psychotropic medications, were carried out illegally and without notifying or obtaining the permission of the patients' families. According to suspicion, at least one elderly woman died as a result of the experiments, which were allegedly conducted between 2000 and 2003.
