The orders to open fire at protesters in Peki'in Tuesday came from lower ranking officers at the scene and were not approved by the top commanders, a police investigative committee has found. In addition, Interim Public Security Minister Gideon Ezra (Avi Dichter is in the US) was not made aware of the operation before it was carried out, Israel Radio reported Wednesday afternoon.
