Palestinian Authority President Mahmoud Abbas was to head to the Gaza Strip on Monday afternoon for further talks on forming a national unity government with Hamas, according to Palestinian officials. Abbas' plan to go to Gaza could signal that the two sides were nearing an agreement on forming a government of technocrats that they hoped would lead to the lifting of crippling of international economic sanctions on the Palestinian Authority.
