The Ministers' Legislative Committee on Sunday rejected Kadima MK Dalia Itzik's proposal for a private law to repeal the drought levy, Army Radio reported.
The levy heavily taxes water consumed beyond an allotted limit.
Itzik's law proposed the reimbursement of duties collected since the law came into effect three and a half months ago.
