The European Union foreign minister's issued a statement on the Gaza flotilla calling for an "immediate, full and impartial inquiry into these events and the circumstances surrounding them. To command the confidence of the international community this should include credible international participation."

The ministers, who were meeting in Luxembourg, also said that "the continued policy of closure is unacceptable and politically counterproductive" and offered to help establish conditions that would enable ending the blockade.
