NAIROBI - Two Kenyan coastguard vessels have surrounded a boat carrying armed gunmen and an elderly French woman kidnapped in the early hours of Saturday from the North Kenyan coast, the east African country's tourism minister said.

"Two boats of the Kenyan coastguard have surrounded the boat which the gunmen and woman are on," Najib Balala told Reuters, adding the standoff was taking place near the border with Somalia.
