Mubarak admits reform has not helped all Egyptians

CAIRO — Egyptian President Hosni Mubarak has launched his ruling party's campaign for the Nov. 28 parliamentary elections, acknowledging that the fruits of economic reforms have not reached all Egyptians.
Egypt's ruler since 1981, Mubarak made his comments in an address Wednesday to leaders of his ruling National Democratic Party and hundreds of party candidates contesting the next legislature's 508 seats.
Mubarak, 82, is expected to seek another six-year term in office in elections next year.
Elections in Egypt are routinely beset by fraud, but Mubarak said the upcoming vote would be "fair and free."
