Labor Party leader Kevin Rudd was on track Saturday to become Australia's first new prime minister in a dozen years, according to official results and officials, a win that would usher in major changes in the country's approach to global warming and the Iraq war. Deputy Labor leader Julia Gillard has claimed victory, saying "On the numbers we've seen tonight, Labor is going to form a government."
