N. Korea rejects nuclear program talks, blames US

North Korea on Tuesday rejected further talks on its nuclear program and blamed the breakdown in negotiations directly on the United States, claiming Washington wants to rule the world. In a speech to the UN General Assembly that was peppered with anti-American rhetoric, Deputy Foreign Minister Choe Su Hon also slammed Japan's push for a permanent seat on the Security Council and criticized the Security Council itself as irresponsible, unrepresentative and unfair.
