N. Korea "totally rejects" UN sanctions resolution

North Korea's UN ambassador said Saturday that Pyongyang "totally rejects" the resolution imposing punishing sanctions on the country for its claimed nuclear test. The envoy said the country was ready for talks but warned that Pyongyang would consider increased US pressure a declaration of war.
