NATO chief: Russian cease-fire not enough

NATO's secretary general says Russia's announcement that it was halting military action in Georgia is "an important first step," but not enough. Jaap de Hoop Scheffer told reporters at the NATO alliance headquarters that Russian and Georgian forces need to go back to positions they held Aug. 6, the day before hostilities broke out. After chairing a special NATO meeting, he called Georgia "a friend... and a highly respected partner of NATO" that remains a candidate for NATO membership.
