French President Nicolas Sarkozy welcomed Thursday the UN Security Council's decision to create an international tribunal to prosecute suspects in the killing of former Lebanese Prime Minister Rafik Hariri. The Security Council narrowly approved Wednesday a draft resolution to create the tribunal. "It is an important decision for Lebanon and for all the Lebanese," the French leader said. "It is not the victory of one faction over another but rather that of justice over impunity."
