Prosecutors in Holland are considering appealing a court's ruling to release 19-year-old Samir Azuz, a Dutch citizen of Moroccan descent suspected of wanting to shoot down an El AL plane over Amsterdam's Schipol Airport. According to Army Radio, the court said that it was convinced that Azuz had terrorist intentions, however, he did not have the means at his disposal with which to act on those intentions. Therefore, according to the court ruling, a person with only intent cannot be convicted of planning terrorist attacks.
