A US Embassy official in Helsinki said that American and Russian military leaders were meeting in Finland on Tuesday.
US Embassy spokesman Kim Hargan said the participants include Adm. Michael G. Mullen, the chairman of Joint Chiefs of Staff, and Gen. Nikolai Makarov, who was appointed the Russian Armed Forces' Chief of General Staff in June.
Hargan declined to give any details on Tuesday's talks, which had not been previously announced in Finland.
It was the highest-level US-Russian military meeting since Russia's war with US ally Georgia in August.
