Dichter: Jerusalem Arabs allow terrorists passage into Israel

"Jerusalem Arabs live in two worlds but are only loyal to the Palestinian one, thus making the capital a comfortable passage point for terrorists," Public Security Minister Avi Dichter said Monday evening.
Israel Radio reported that Dichter, who was speaking a conference at the Lander Institute in Jerusalem, also said that in permanent status negotiations only the texture of the city's life would be negotiated - not its borders.
