Representatives of the Histadrut Labor Federation, the finance ministry, and the interior ministry were set to meet Sunday afternoon to discuss the delay in the salaries of the local and religious councils.
Histadrut Chairman Ofer Eini said it was possible to prevent a general strike if the workers were paid their salaries.
The finance ministry said that the main problem was preventing future debts in the local councils.
