Only one third of local councils have paid their employees' salaries, despite having received money from the government, the Histadrut said on Monday.
Early December, the Histadrut said that if the salaries were not paid immediately, a general strike would be called.
An ensuing National Labor Court ruling forestalled an extended general public sector strike and ordered the finance ministry to pay the municipalities by Thursday, December 7.
