Histadrut Chairman Ofer Eini threatened on Sunday to call another general public sector strike if changes were not made to the Arrangements Law, Army Radio reported.
The threat came as the cabinet was voting on the 2008 state budget.
The Histadrut has called strikes over various issues in recent months, particularly delays in workers' salaries.
