Israel has agreed to let settlers build new houses in existing West Bank settlements in exchange for dismantling unauthorized outposts, settlers and defense officials said Tuesday.
Palestinians criticized the move, saying it went against a US-sponsored effort to work out a peace deal by the end of the year.
