The Education Ministry and teachers' unions have been carrying out secret negotiations throughout the past month in order to try and reach an agreement as to a new reform of the educational system.
In a number of meetings held between ministry representatives and teachers' union officials, the two groups discussed possible ways to integrate elements of the Dovrat Report, a controversial reform proposal that was met with fierce resistance by teachers' unions, and two alternative proposals for educational reform that were drawn up by the teachers.
