The United States and Britain are acting to effect a regime change in Iran through the promotion of democracy, according to a report by the British Financial Times on Friday.
According to the report, officials viewed the joint diplomatic effort as a way of countering Iran's nuclear program without resorting to a military strike. The nations view UN Security Council sanctions as an ineffective method of preventing Iran from achieving nuclear weapons capability.
The plan to press for democratization in Iran is reportedly being developed by a special team within the US State Department.
Officials in Washington explained that British involvement was vital, since as a result of 25 years of severed US-Iranian diplomatic relations, there was a lack of American experts with knowledge of Iran's nuclear program.
Some view British participation as a moderating force as the US decides whether to fund opposition groups within Iran, The Financial Times reported.
