Fatah-allied teachers in the West Bank held a warning strike Monday to press for the payment of overdue salaries, and hundreds of angry protesters briefly pushed into the Education Ministry. The strike highlighted the continued failure of the Palestinians to restore foreign aid, cut off more than a year ago, after the election victory of Hamas.
