Newly appointed Palestinian Authority Prime Minister Salam Fayyad has completed the formation of an emergency goverment and was to present it to Chairman Mahmoud Abbas for approval Saturday, an Abbas aide said. If Abbas gives his blessing, the new Cabinet was to be sworn in Saturday evening, the aide said, speaking on condition of anonymity because he was not authorized to discuss the issue with reporters.
