The Palestinian Authority reported early Thursday that an Israeli naval boat patrolling the Gaza coast shot and killed one Palestinian in the town of Rafah near the Egyptian border. There was no immediate comment from Israel. Palestinian medical officials identified the slain man as Nazen Farhat, 27. A second man who was with Farhat was missing, the officials said.
