A senior official in the ruling Fatah Party called the Hamas leader and congratulated him on the group's election victory, Hamas said in a statement. The call by the Fatah official, Hussein al-Sheik, to Hamas leader Ismail Haniyeh would mark the first formal acknowledgement by Fatah that it has lost the election. Fatah leaders have said privately that Hamas has won a majority of parliament seats, but have not formally conceded defeat.
