The FBI says Nunez Santos, who is Peruvian, embarked on the bomb threat spree after asking teen girls to send him pornographic pictures of themselves and being rejected.
The war relic, which was unearthed last week, had been deemed unsafe to move and hence had to be disposed of on-site by the military.
Bomb threats have been plaguing synagogues in the US since the summer, but all the threats on Rosh Hashanah were deemed not credible.
At least 26 congregations in 12 states have received the threats, according to the Anti-Defamation League, which is raising alarm about the barrage.
"Questions of this kind are a matter for military investigation and are at the core of the military profession," High Court Justice Yizhak Amit noted.
The unexploded bomb was discovered by construction workers working on utilities groundworks on July 7.

An American tourist claimed he was being framed by a man who had planted a bomb in his bag.
"The discovery of these devices was a further sinister and worrying development," Assistant Chief Constable Bobby Singleton said in a statement.
