A day after an attack on a military parade that killed 12, Rouhani accused Gulf Arab states of providing financial and military support for anti-government ethnic Arab groups.
"Timely and proactive cooperation by Iran in providing such access facilitates implementation of the Additional Protocol and enhances confidence," said the report.
A majority of experts are worried that Iran will go for confrontation over compromise and that the regime is too well organized to be toppled.
