Court refuses to debate frozen drought levy law

The High Court of Justice refused to rule Wednesday on whether the drought levy law as enacted for half of 2009 was legal. Court President Justice Dorit Beinisch said the court does not discuss hypothetical situations since the law has been frozen since the beginning of 2010.
However, she said that the petitioners could continue their appeal if and when there was an attempt by the government to revive the law.
