An Israeli was shot dead by IDF troops while attempting to enter the Gaza Strip through the Erez Crossing Monday morning. The man arrived at the crossing in his car, exited the vehicle and ran on foot toward the gate, Israel Radio reported. IDF troops called on him to stop, and when he didn't, fired in the air. The man turned back, but then ran towards the gate again. When he had managed to cross into Gaza, soldiers fired at him and killed him. The procedure is called "Hannibal," when soldiers are ordered to fire at Israelis or fellow troops so that Israel's enemies will be prevented the opportunity of kidnapping an Israeli national and then using them later as a bargaining chip. The IDF assessed that the man was probably mentally ill.
