Livni: Knesset failed in duty to create constitution

Since its inception, the Knesset has yet to fulfill its first duty - the formulation of a constitution, opposition leader Tzipi Livni said on Wednesday.
Speaking at a ceremony marking the 63rd anniversary of the parliament's establishment, Livni posited that Israelis cannot celebrate the occasion "without asking ourselves why hadn't this Knesset created a constitution."
"If we operated according to legal principles [without devising a constitution], that would have been good enough," she explained. "But that's not the case."
When Israel will have a constitution, the opposition leader continued, it will be clear to all that the meaning of a Jewish and democratic state will be a homeland of equality "in the national, not the haredi (ultra-orthodox) sense."
