Report: Shooting breaks out at Estonian ministry

STOCKHOLM - Shots were fired in Estonia's Defense Ministry on Thursday and police have surrounded the building, Estonian media reports said.
News portal Delfi said two shots had been fired and that a man had taken two people hostage in the building.
A Defense Ministry spokesman confirmed an incident was underway, but could give no clear details.
"There is an on-going incident involving an armed person ... Probably some shots were fired. It is not clear exactly," the spokesman said.
