The Palestinian Authority still engages in incitement against Israel and lacks a culture of peace, the Security Cabinet said Wednesday as it unveiled a new index to measure such activity.
The four part index was developed by professionals from various government and defense offices.
"Achieving an historic peace with the Palestinian people requires a change of approach by the authority and recognition of Israel as a Jewish state. Just as in Israel there is no negation of the other side, so we expect the Palestinians to act and to educate for peace."
