Non-Jewish settlements throughout the country will be classified as Development Area A, giving them all benefits of top national priority status. Though Development Area status generally applies to depressed peripheral parts of the country, Sunday's ammendment to the Investment Encouragement Law will also apply to Arab municipalities in the center of Israel. The change comes as part of the government's policy to reduce disparities between the Jewish and "minority" sectors and in light of the minority sector's high unemployment, low investment rate and general state of economic development, the Industry, Trade and Labor Ministry said.
