The only way you could get one was to pay HER for it. This is not tzedaka, it is theft. I've also been swarmed by beggars who don't let you pray, practically don't let you breathe - after giving tzedaka to one. To the writer who said the "old ladies" aren't a problem: They certainly are, at least in the women's Section. I hope Jerusalem enforces this ban. Tzedaka is a mitzvah. Harassing people is not.
