Ministry seeks to change face of plastic surgery

Bill requires operations to be performed in a surgical clinic or operating room by a licensed specialist in the appropriate field.

The Israel Plastic Surgery Society congratulated Health Minister Ya'acov Ben-Yizri on Thursday for asking the Knesset Labor, Social Affairs and Health Committee to amend the law to prohibit physicians who do not specialize in plastic surgery from performing such operations. Currently, any licensed physician may perform this lucrative type of surgery. The ministry has received numerous complaints about poor results, and there have also been a handful of deaths resulting from negligence. Patients going to plastic surgery centers have been misled into thinking that their surgeon was a specialist in the field, and managements did not take the trouble to correct this impression. The bill supported by Ben-Yizri would require small and medium operations to be performed in a surgical clinic or operating room by a licensed specialist in the appropriate field. The Israel Medical Association will, if the bill becomes law, publish a list of operations and the medical specialties related to them. As soon as possible before a operation, the surgeon would have to furnish the patient information on his specialty, and and the patient would have to give his permission for the operation to take place. A "reasonable amount of time" would be given the patient to decide. A surgeon who is a specialist in a different field than the type of operation involved but who has performed this type continually and skillfully for at least five years before the new regulations take effect and received an endorsement from the Israel Medical Association's scientific committee would be allowed to perform it for up to three years after the regulations take effect. If the bill passes, plastic surgery centers will be given 90 days after its publication in the government gazette, Reshumot, before the new law takes effect.
