The EU has suggested to the US, Russia, and the UN that a joint fund be created to give humanitarian aid to the Palestinians that will bypass the Hamas-led government.
The EU prepared a $43 million aid package that would help fund Palestinian health and education services, and suggested that Arab and other countries - including Israel - could provide aid to the Palestinians through the fund, Israel Radio reported.
PA Chairman Mahmoud Abbas would not be able to decide how the fund distributed money, noted the EU's representative for foreign affairs.
Egypt, Jordan and Saudi Arabia will meet with the Quartet next week in an attempt to find ways to send aid to the Palestinians. Foreign ministers from the three countries will meet in New York with representatives from the Quartet, Israel Radio reported.
The Middle Eastern officials warned that the Palestinian Authority was on the verge of collapse, and that there could be no diplomatic progress if the economic distress continues.
On April 7, the European Union and the US cut off direct aid payments to the Hamas-led government because of its refusal to renounce violence and recognize Israel. Both said that aid would continue through humanitarian organizations.
In recent weeks Gaza has begun to run low on food and medical supplies.
