Rice sees signs China wants to promote peace

Secretary of State Condoleezza Rice gave credit to China Thursday for showing an awareness that it has a duty as a rising power to promote peace. China has demonstrated in the North Korean nuclear disarmament discussions, she said, that "it has a crucial role to play in not just commenting on security, but actually promoting a more secure environment." Rice spoke by telephone to a news conference at the World Economic Forum in Davos, Switzerland. She made no reference to the growing American concern about China's accelerating military spending. The CIA has said the Chinese buildup threatens American forces in the region.
