The UN's top human rights official on Wednesday warned that using illegitimate means to fight terrorism will erode civil liberties around the world.
Louise Arbour, UN High Commissioner for Human Rights, said some countries still engage in "very serious human rights abuses, including torture, as a measure for countering terrorism."
"These practices are...counterproductive to efforts to combat terrorism by lawful means. They have a serious corrosive effect on the rule of law and human rights as the erosion of standards becomes very difficult to contain," Arbour told the Council of Europe's parliamentary assembly.
