US envoy expects substantive talks on N. Korea

US nuclear envoy Christopher Hill said he expects "substantive" meetings Thursday on technical details on the shutdown of North Korea's nuclear program. The working-group meeting in the northeast Chinese city of Shenyang will lay the groundwork for a full gathering sometime next month of the six countries involved in talks on disarming North Korea's nuclear program, he said. "We're looking forward to very good, very substantive discussions of some technical issues, but obviously technical issues are very important issues to deal with on the questions of how to disable and what the declaration should look like," Hill said, referring to a planned North Korea declaration of all its nuclear facilities.
