Not every civilian in Gaza "pulls his hands away from terror," Construction and Housing Minister Ze'ev Boim said Tuesday, the day after a mother and four children were killed after an IAF strike in Beit Hanun.
During the weekly cabinet meeting, Boim called for the development of a system to distinguish between innocent civilians and those involved in terror.
