Construction freeze compensation approved

Netanyahu signs off on guidelines, private bills withdrawn.

Prime MinisterBinyamin Netanyahu on Sunday approved the guidelines for compensatingsettlers and others adversely affected by the West Bank constructionfreeze.
The plan was prepared by a team led by CabinetSecretary Tzvi Hauser. The guidelines set uniform criteria forproviding compensation, on three tracks: To those who purchasedapartments, to contractors and those with building permits, and tolocal councils that were adversely affected by the decision.
Theoutline will be implemented by a professional committee as set forth inthe cabinet decision. The decision requires neither legislation norapproval from additional forums; therefore, it may be implementedimmediately.
As a result of the approval, Hauser reached anagreement with MK Danny Danon (Likud) and MK Uri Ariel (National Union)regarding the withdrawal of the bills they recently submitted to theMinisterial Committee on Legislation.
Prime Minister Netanyahu said, "I welcome this just and humanitarian decision."
