NRP-NU's proposal passes due to low turn out of coalition members.

Due to the low attendance of coalition members in the Knesset plenum on Tuesday evening, a proposal submitted by Aryeh Eldad (NRP-NU) and Haim Oron (Meretz), calling for a state commission of inquiry into the shortcomings of the war in Lebanon, was approved by 11 votes to 10.
The coalition then succeeded in gathering a majority against the proposal and requested a revote, but the request was rejected.
The outcome is symbolic only; its significance being that the Knesset has made an official declaration calling for the establishment of a state commission of inquiry. However, the move does not officially demand that the government establish such an inquiry.
Only the government or the state comptroller can decide to establish a state commission of inquiry, whose members are then appointed by the Supreme Court president.
Nevertheless, that didn't stop a smug Oron from saying: "We caught the coalition with its pants down."
