In his report to the Foreign Affairs and Defense Committee on Monday, Mossad head Meir Dagan said that Syria's peace overtures might be hiding different goals, Israel Radio reported.
Dagan said that Syrian President Bashar Assad's advances from earlier in the week were part of an agenda with three main goals: marking Israel as a power that opposes peace in the region, strengthening Assad's hold on Lebanon, and regaining control of the Golan Heights.
According to Dagan, Syria is not seeking peace with Israel.
