Employees of the National Insurance Institute announced on Monday that they intended to hold a one-day work slowdown on Tuesday.
NII offices will not be open to the public, and workers will not answer phones.
The employees allege that the NII management makes decisions without consulting the union, and that the institute's accounting policy is adversely affecting the workers.
