Prime Minister Ehud Olmert stressed on Thursday evening that an Israeli child must enter the educational system earlier than age 5, as was the case thus far.
"Childhood below the poverty line is the basis of social inequality," he asserted.
Speaking at the Caeseria Conference, he stressed that the formative years for child development was before age 3. He said that Israel should not wait until children have behavioral difficulties before addressing the problems.
