Over the last ten years, the Civil Administration opened 3,449 cases on illegal construction in the West Bank that included demolition orders, but only 107 buildings were actually evacuated - three percent of those ordered to be knocked down, according to a report released Tuesday by Peace Now. The information was released by the Civil Administration itself, following a ruling by the High Court of Justice, on the basis of free access to information. Peace Now said that the offenders included commercial companies, cellular phone companies, community leaders and the IDF. The report said that "the greatest amount of illegal building took place in Ofra and Beit El, with 196 and 107 cases respectively. Next came Shevut Rachel, with 98 and Migron, with 75. Over half the cases, 1,867, deal with illegal construction in existing settlements, and 1,541 involve illegal building in outposts.
